After successfully hosting two editions of the Justice HR Khanna Memorial National Symposium, the Confederation of Alumni for National Law Universities (CAN) Foundation, in collaboration with National Law Institute University, Bhopal and Hidayatullah National Law University, Raipur will be organising the 3rd Justice HR Khanna Memorial National Symposium on 8 th July 2023.
The symposium is being held in honour of former Supreme Court judge late Justice HR Khanna.
On July 3, 2022, the 2nd edition of the Symposium was organised and legal dignitaries were invited to speak on compelling issues ranging from ‘Duties vis-a-vis Fundamental Rights under our Constitution’ to ‘Vox Populi vs. Rule of Law: A Balancing Act for the Supreme Court as the Final Court of Justice’.
The Symposium saw the eminent presence of Justice Vikram Nath as the Chief Guest and Justice JB Pardiwala as the Presiding Guest.
It also witnessed the gracious presence of Senior Advocates Neeraj Kishan Kaul, Sidharth Luthra, Nidhesh Gupta and Siddharth Bhatnagar, as the esteemed panellists who addressed the audience with their scholarly pearls of wisdom.
The 3rd edition of the Justice HR Khanna Memorial National Symposium will again feature erudite luminaries from the legal arena discussing two important and riveting issues, with the program divided into two different sessions.
The welcome Aadress of the session will be delivered by the Vice Chancellors of the respective collaborating National Law Universities vis Prof. (Dr.) S. Surya Prakash (VC, NLIU Bhopal) & Prof. (Dr.) V.C. Vivekanandan (VC, HNLU Raipur).

Pre-Lunch Session - Session-I
The Pre-Lunch Session will be presided over by Justice MM Sundresh (Judge, Supreme Court of India) who will be initiating the discussion and delivering the keynote address on the topic “State Surveillance & Privacy - The Lakshman Rekha Between”.
Thereafter, Senior Advocates S Guru Krishna Kumar and Shyam Divan will be taking the deliberations forward.



Surveillance as statecraft finds its roots in history, with various social theorists having conceptualised various institutional designs and measures to monitor the actions of citizens for both defined and undefined purposes.
Recent technological developments have completely changed the surveillance architecture, with the tools becoming more intrusive and damaging for democratic safeguards. For instance, the recent case of Pegasus “snoop gate”, a zero-click malware, illustrated the evolution of the surveillance architecture, which can take control over infected devices without the knowledge of the recipient.
The session is poised to be a remarkable and thought-provoking discussion by a few of the most distinguished members of the legal profession on a topic with great contemporary relevance.
Post-Lunch Session - Session II
In the Post-Lunch Session, the Presiding Guest, Justice Dipankar Datta (Judge, Supreme Court of India), will deliver the Keynote Address on the illuminating theme – “Legal Stalwarts and their Contributions to the Modern Indian Judicial System”.
For this session, the Esteemed Panelists are Former Chief Justice, J&K High Court Gita Mittal and Senior Advocate CS Vaidyanathan.



In discussions pertaining to legal development, our attention naturally gravitates towards esteemed individuals who have made significant advancements in this domain.
In this session, Justice Dipankar Datta will be delving into the invaluable contributions made by members of the legal profession and judicial institutions as it stands today before the modern-day nation.
Following that, Justice Gita Mittal will be focusing on the remarkable achievements of female legal luminaries in the struggle towards India's independence. Towards the end of the session, Mr. C.S. Vaidyanathan will shed light on the notable contributions of prominent figures hailing from the country's Southern Region, notably the Late Justice V.R. Krishna Iyer, Justice K. Subba Rao and Mr. M. K. Nambyar.
